Dr. Jagtar Singh

Dr. Jagtar Singh is Professor of Library and Information Science, Chairperson, Human Resource Development Cell, and Chief Librarian of Guru Kashi University, Talwandi Sabo, District Bathinda, Punjab. He has also served as Former Professor and Head, DLIS, and former Dean, Faculty of Education and Information Science, Punjabi University, Patiala, India. He has successfully guided 14 PhD students and contributed about 100 papers and 10 personal and edited books, including UNESCO`s MILID Yearbooks for 2015 and 2016. He is one of the contributors to Think Critically, Click Wisely: UNESCO`s Second Edition of MIL Curriculum for Educators and Learners. He has also developed Five Laws of Media and Information Li`teracy in collaboration with Dr. Alton Grizzle, Programme Specialist, Communication and Information, UNESCO HQ, Paris. These have now been adopted by UNESCO and translated into its all official languages. He is the recipient of many Awards including the Commonwealth Academic Staff Fellowship (1992), the PLA-Prof. M.P. Satija Award for Professional Excellence-2008, the Pakistan Library Association (PLA-PB) Lifetime Achievement Award-2013, and the ILA-Dr.P.S.G.Kumar Lifetime Achievement Award-2018. He has served as President of the IATLIS for three terms, and the Punjab Library Association (PLA) for two terms. He has developed the HIL Model, eARTISTS MIL Model, and the H5 Model of Education and Learning.
